It is an unavoidable necessity to first arrive at a profound, exact and provable investigation of recent events and their particulars, and the voluntary or involuntary intentions of the persons involved, that lead to the correct explanation and interpretation of those acts. In dark and confusing circumstances these events present themselves against the interests of the people and the working class and in need of truth; they favor the wrong interpretation with the consequent approach towards revisionism and reformism. Correct class analysis and its contradictions, expressed in the irreconcilable class struggle, show that the bourgeoisie has always sought and found the means and methods to maintain its exploitation of the rural and urban workers. One of the methods which has benefited them most has been class conciliation in critical moments of the revolution: for this they use thousands of languages and methods, directed in different forms by their institutions ("politics of pacification", or "national pacification"). To reach the truth of the events we must raise, embody and put in practice the transformational social science, applying one of the three integral parts of Marxism-Leninism-Maoism: that is, dialectical materialism, which when applied to events takes the form of historical materialism. Keeping in mind that if we are Maoists and finding ourselves in the 100th anniversary celebration as Chairman Gonzalo told us, we should raise high and put in practice the thesis of Chairman Mao Tse-Tung: "Where do correct ideas come from?" We should also cite Lenin when he said: "people have always been the victims of self deceit and fraud, and will continue to be until they learn to analyze every word or moral, religious, social and political promise; until they learn to prove the truth of events and the class interests behind them..." (Materialism and Empiriocriticism). Keeping in mind the aforementioned and correctly applying our ideology, we should analyze the events that occurred before and after the capture of Chairman Gonzalo on a day-by-day basis to understand the sinister intentions of the genocidal government and its objectives: the intentions of their henchmen of SIN (National Intelligence Service), the fundamental components of the government's counterinsurgency; the interview with Fujimori in La República ("Psychological Pressure"); and carefully analyze the truth in the presentation of the letters (there is no correlation in the three original pages of the second letter). This suggests the falsehood and non-authorship by Chairman Gonzalo: keep in mind that this dubious "letter" is the foundation of a house of cards beginning with the interpretation of the apocryphal document "... Struggle for a Peace Accord..." explained by deceived, threatened, and co-opted "comrades" in the prison at Yanamayo ("... victims of self deceit and fraud..."). This document's contents are in total contradiction with the speech by Chairman Gonzalo of September 24, 1992, in contradiction with the ideological and political structure of the Party, especially when the Chairman refers to dialogue: "...dialogue simply aims to slow and undermine people's war, in our case complete, absolute surrender" etc., (Interview with Chairman Gonzalo, p. ). Hence, we should give special importance in analyzing the aforementioned events to the insights of Marxism-Leninism-Maoism, Gonzalo Thought; especially in their exact investigation, it is useful to recall Chairman Mao: "No investigation, no right to speak."
The political and ideological fortitude of the PCP has been demonstrated in the declaration by the Central Committee of October 7th anniversary of the Party and was legitimized by the military offensive that continues to rock the length and breadth of the country up to today. It is the best concrete argument to crush the slander of the government that seeks to belittle the ideas and leadership of Chairman Gonzalo.
Does the necessity for holding peace talks exist in our country? No basis or necessity exists for this, much less with a government that never tires of submitting the people to hunger and misery: who then has the need and initiative for a peace accord? Wouldn't this be the genocidal government? Hence their constant, widespread propaganda about their "politics of pacification"; they need peace in the country, to perfect the politics of hunger and submission to imperialism, applying their policy of strong tax pressures and bitter economic recession; they need peace to give the monopolies the conditions to loot and offer up our nation's riches and thus to secure their dependent, semi-colonial relationship to imperialism, they need the suffocation of protest and class struggle. For this they need class conciliation.
The government seeks by every means the application of their pacification by strangling the people's war, annihilating the EGP, discredit the Communist Party, split it and strip the proletariat and people of their all-powerful ideology, Marxism-Leninism-Maoism, Gonzalo Thought. Here are the reasons and objectives of the counterrevolutionary, liquidationist and divisive slander of the reactionaries shaped by agents of army intelligence (S. Luza, Jorge Sosa M., Francisco Merino B.), lead by SIN, initiated by the previous government and carried out the current genocidal government.
There exists enough material evidence to understand why the interests of the reactionaries, especially why they have divulged and spread the "letters" and furthermore, permitted certain "comrades" to be "transferred" by the prison authorities with the consent of the government (gestures of good will? coincidence? or as some "pacifists" say - "a product of diplomatic negotiations"), from Yanamayo (Puno) to Cantogrande and Chorrillos (Lima) to try to "convince" the prisoners. In Yanamayo the reactionaries have permitted the elaboration, distribution and discussion of the text "Struggle for a Peace Accord" and carry to completion their reactionary maneuver to bring about their malformed peace, as in its widespread distribution by the media. The objective is clear and there is a certain logic in that the reactionaries have learned to use whatever means or human resource they can muster. This is: divide e impera (divide and conquer). How did the reactionaries bring this about? This is simple and clear precisely when we apply ideology to the interpretation of events, and those who don't will fall into superficial and subjective judgment without being interested in where sources come from and whose class interests they serve. After many years of development of people's war, the reactionaries have not been able to liquidate the Party, not politically, not morally, not ideologically: they have unleashed repression against the combatants, with tortures, crimes, disappearances, massacres against the peasant masses which they blame on the EGP (never realizing that blood can't drown a revolution, it waters it); for years they have spread tales of conflicts within the Party, splits, confrontations between "political leaders and military leaders", plots against the Central Committee and Chairman Gonzalo as well as his being ill, and more than once rumors of his death, etc. None of this inflicted the slightest scratch on the morale of the Party, the fighters, the masses and the people, or even the objective press and international public opinion. They finally realized after much counterrevolutionary struggle that the only way to do this would to capture the leadership in their entirety so as to decapitate the Party, split the mid-level leaders, hurt morale and create intrigue and foment ideological and political deviations that would lead to splits. After the capture of Chairman Gonzalo, the reactionaries, guided and structured by the SIN have proposed and convinced Fujimori's government of by way of V. Montesinos to carry out the maneuver of involving Chairman Gonzalo in their fable of "peace accords" and cunningly presenting him in a video, despite there being enormous doubts with respect to the second latter, whose original version consists of three pages, according to Caretas No. 1282 (October 14), p.17: "... the videos show evidence that the letters are written more than once. The limit was what occurred with page 2 of the latest letter that evidently doesn't coincide with page 1 and 3: the beginning of page 2 repeats the last phrase of page 1, and the end of page 2 is missing some lines or words. One possibility is that several versions of the letters were prepared and finally the jailors (SIN) decided to join page 2 of one version with pages 1 and 3 of another version. Because of this the video that Fujimori presented last Saturday was edited: only some fragments of the second letter were transmitted."
Before these obvious proofs of intentional manipulation by the reactionaries, can we submit to them? Can we transform and build and ideological and political structure totally foreign to the interests of the revolution? We are faced with two situations: that of the letters triumphantly presented by the genocidal Fujimori and of subjective and superficial "comrades" where nothing is clear; and the other the revolutionary harangue of Chairman Gonzalo of September 1992.
The main thing is the necessity to make clear that the directives of Chairman Gonzalo of September 24, 1992 are the correct ideological and political structure for the Party, in the Marxist analysis if the international and national situation, where he clearly stated: "... as we see in the world, Maoism is marching unstoppably to lead the new wave of world proletarian revolution. Listen well and understand. Those who have ears, use them. Those who have understanding - and we all have it - use it! Enough of this nonsense. Enough of these obscurities. Let us understand this. What is unfolding in the world? What do we need? We need Maoism to be incarnated and it is being incarnated and that this generate communist parties to manage, to lead this new great wave of the world proletarian revolution that is coming..." Can we stop avoiding this analysis that Chairman Gonzalo masterfully made of the situation? Or when he states that we must apply: "... we should continue the tasks established by the III Plenum of the Central Committee. A glorious Plenum. You should know that these accords are already being implemented and that will continue. We shall continue applying the IV Plan of Strategic Development of the People's War to Conquer Power, we shall continue developing the VI Military Plan to Build the Conquest of Power, that will continue, that is our task. We shall carry it out because of what we are and because of the obligation we have with the proletariat and the people..." These positions of Chairman Gonzalo are organically correct, politically necessary and concretely applicable and have been carried out in full by the Central Committee. Can there be doubts about these directives of Chairman Gonzalo? Still some people talk of "subjection" or even worse, of "learning from Chairman Gonzalo." What have they learned? They have learned to abandon reason, to forget ideology - even worse than not applying it - they don't recognize the sharp edge of class struggle and of Marxism. Finally, what is the order from the leader of the Party and the revolution? "THIS IS WHAT I WANT. AND: TO COMPLETE THE TASK WELL!"
