The Peru People's Movement salutes, with a profound revolutionary fervor,
the Peruvian and international proletariat on its day. We make extensive
greetings to the oppressed nations and peoples of the world which struggle
untiringly against the oppression and exploitation they are subjected to
by the imperialist system.
The class, the proletariat with its ideology, its practice and its struggle
have given us the greatest thing which history has witnessed to date: socialism
and the dictatorship of the proletariat, understood as being the transition
to the classless society, the reign of abundance and eternal harmony, Communism.
Since the Paris Commune of March 18, 1871, the first great milestone of the
World Proletarian Revolution, there have been to date 125 years of unfaltering
combat to reach the goal of Communism. In turn, there have been three great
milestones in this century: the October Revolution of 1917, the Chinese
Revolution of 1949 and the Great Proletarian Cultural Revolution of 1966-1976.
It was in the latter that Marxism reached its condition of a new, third and
superior stage, Maoism. For that reason, the ideology of the proletariat
today is Marxism-Leninism-Maoism, principally Maoism which we must uphold,
defend and apply, principally applying, to defeat imperialism and world reaction
and crush revisionism.
Socialism has existed as a state for two thirds of the 20th Century, from
the triumph of the October Revolution of 1917 to the end of the Great Proletarian
Cultural Revolution in 1976, and it has been with the counter-revolutionary
coups by the revisionists Khruschev and Teng Hsiaoping that capitalism was
restored in Russia and China, in 1956 and 1976 respectively. That these
restorations have occurred does not negate the relevance nor the validity
of socialism just as they don't negate the relevance nor the validity of
the Great Proletarian Cultural Revolution. On the contrary, they confirm
what Chairman Mao established, that restorations are possible because the
class struggle between the bourgeoisie and the proletariat and between the
two roads continues under socialism and that the struggle for communism will
necessarily pass through an era of restorations and counter-restorations
until finally the proletariat will definitively settle into power on a world
scale. No class took power and imposed its system on a world level in one
blow, the bourgeoisie took 300 years and the feudal class in China took 250
years. The proletariat will take approximately 200 years counting from the
Commune, which is to say we have passed the greater part of the stretch.
We must see that the great milestones have been always ascending: first the
city of lights was taken for a 100 days, later Russia the biggest country
on Earth, then China the most populous country on Earth, with which "the
East wind prevailed over the West wind", and finally the Great Proletarian
Cultural Revolution which resolved the question of the continuation of the
revolution under the dictatorship of the proletariat.
Today, when we have entered into the strategic offensive of the World Proletarian
Revolution and that we are at the beginning of a Great New Wave World Proletarian
Revolution, we struggle for a new and greater milestone of the World Proletarian
Revolution, to block or transform the imperialist world war that the imperialist
powers and superpowers are currently preparing. Thus, the order of the day
is the world People's War which will surround imperialism from the Third
World, converting the triumphant revolutions of each country into base areas
and trenches of combat of the peoples of the world, in that way bases for
the inevitable uprising of the proletariat and the people of the very imperialist
countries and strengthening the process of counter-restoration in the former
socialist countries.
Communism is the final, unstoppable goal of the proletariat that will necessarily
be materialized because it is imposed by the transformation and development
of matter itself.
Communism is a material necessity of life itself, in all its forms, which
serves it as its most advanced part. 15 billion years of unceasing transformation
of matter in the known universe have brought us to this transitional moment
between class society and classless society, classes which have not always
existed but belong to a stage of the development of society, its stone age.
Communism is the reign of abundance and eternal harmony.
WE CELEBRATE THE 30TH ANNIVERSARY OF THE GREAT PROLETARIAN CULTURAL REVOLUTION,
THE GREATEST MILESTONE OF THE WORLD PROLETARIAN REVOLUTION TO DATE
The Great Proletarian Cultural Revolution had its initial milestone in May
1966 with the "Circular from the Central Committee of the Communist Party
of China", starting the greatest political deed which humanity has seen to
date. On this year the proletariat and people of China, under the personal
leadership of Chairman Mao, found the solution to the problem of how to continue
the socialist revolution under the dictatorship of the proletariat, and how
to prevent capitalist restoration. In perspective, the essence of the Great
Proletarian Cultural Revolution is to change the soul by transforming ideology
and developing the economy. Chairman Mao said that "the Great Proletarian
Cultural Revolution is a great revolution which touches the very soul of
people and is destined to resolve the problem of how to conceive the world".
Similarly, he said "the Great Proletarian Cultural Revolution is a powerful
motive force for the development of the social forces of production of our
country" and called to "combat the concept of privacy and criticize and repudiate
revisionism".
Chairman Gonzalo stresses that either we will all enter Communism together
or no one will enter, and he teaches that the restoration of capitalism under
China after the death of Chairman Mao does not negate his validity, but rather
has confirmed what he established: "The present Great Proletarian Cultural
Revolution is only the first, and in the future there will undoubtedly be
many more. In revolution, the problem of who will triumph over whom will
only be resolved over a long historical period. If things are not resolved
adequately, there will be a possibility for capitalist restoration at any
moment."
LONG LIVE THE INITIATION OF THE PEOPLE'S WAR IN NEPAL! LONG LIVE THE NEW
GREAT WAVE OF THE WORLD PROLETARIAN REVOLUTION!
In Nepal, at the heart of Asia and the roof of the world, the 13th of February
has marked the initiation of the people's war, with simultaneous actions
in different points of the country as was planned by the Communist Party
of Nepal, in this manner concluding the preparation of the initiation and
opening a new stage in the history of Nepal and the construction of the Communist
Party of Nepal: that of leading the people's war. This is a grand triumph
for the Nepalese proletariat and people along with the international proletariat
and peoples of the world, at the same time it constitutes a hard blow against
imperialism, revisionism and world reaction, thus confirming in successive
deeds that Maoism is marching firmly to command the New Great Wave of the
World Proletarian Revolution which we are entering today.
The cry that "It is right to rebel!", which summarizes the truth of the
omnipotence of revolutionary violence as the core of Marxism, resounds
everywhere, but most of all in the People's War in Peru, and now also with
the People's War in Nepal. This cry is achieving its greatest materialization
because it expresses the application of Maoism as the new, third and superior
stage of Marxism to the concrete conditions of each country, giving rise
to a guiding thought and generating a proletarian party of a New Type. This
party is a war machine to lead the construction of the three instruments
of the revolution and also to lead the people's war whose center is the base
areas, as the superior military strategy of the proletariat.
THE GENERAL COUNTER-REVOLUTIONARY OFFENSIVE IS FALLING OFF MORE AND MORE
WHILE THE MARXISM COUNTER-OFFENSIVE ADVANCES UNSTOPPABLY
The general counter-revolutionary offensive is an offensive on all levels
which seeks to halt the principal historical and political tendency in the
world today: revolution, growing more and more today and even more so tomorrow.
This counter-revolutionary offensive is led by the United States in its role
as only hegemonic power, which has vainly tried to sweep away the proletariat
as a class, aiming against the heart of the proletariat: its ideology, Marxism.
However, far from achieving this, what is being generated is the sharpening
of the class struggle and with this the sharpening of all the fundamental
contradictions, especially the fundamental contraction, that between the
oppressed nations and imperialism. All this is favoring the deployment of
the Marxist counter-offensive and that Maoism will be embodied in the peoples
of the world, in turn generating Communist Parties to lead the New Great
Wave of the World Proletarian Revolution which we are entering today.
THERE ARE PREPARATIONS FOR A THIRD WORLD WAR WITH THE FORMATION OF BLOCKS,
TRADE WAR AND RAPID MILITARIZATION
The inevitable sinking of imperialism, which is in a general crisis, is expressed
on all fields. Imperialism at this point is growing more decrepit and sinister
and offers nothing: ideologically and politically they shield themselves
behind theocracies over two thousand years old. At the same time they promote
a supposed racial superiority through genetic individualism, selfishness
and personal success at all costs. Furthermore, they traffic with the
discrediting of their political parties and their representative democracy;
their culture is decadent, vulgar and twisted and offers nothing to their
youth besides drugs to mitigate their empty lives. Militarily they resort
more and more to nuclear blackmail, genocide and their "psychological warfare";
economically they face the immanent collapse of neoliberalism which dominates
the imperialist global economic system and is increasing unemployment and
hunger throughout the world, not only in the Third World but also in the
heart of the superpowers and imperialist powers. For example there is the
gigantic strike in France and the general discontent in Russia. At the same
time they incite the trade war between the superpowers and powers that impel
the preparations for the third World War for a new repartition of the world
and a redefinition of the First World. One of these superpowers, Russia,
has entered into complete disintegration and the other, the United States,
is a giant with feet of clay and with growing problems, while there are other
powers that are hard on their heels and struggle for global hegemony, for
example Germany, Japan, France and China.
THE PEOPLE'S WAR IN PERU CONTINUES ITS VICTORIOUS ADVANCE
With Fujimori's coup d'etat (April 1992), there was a turn in the situation
due to the fact that the United States passed over to the direct command
of the counter-subversive war applying their strategy of "low-intensity warfare".
This caused Peru to enter into a transitional period where the principal
contradiction is changing from masses--semi-feudalism to one of
nation--imperialism, a growing polarization of the class struggle. The
counter-revolution carried out an onslaught with the goal of winning back
their lost positions to try to maintain their system. This was tacit recognition
that effectively the People's War had reached the strategic equilibrium.
Five months later, in September, due to their capture of Chairman Gonzalo,
they dreamed of a quick and definitive victory, but they wrecked against
a forceful reality, and the People's War emerged victoriously facing their
genocides and breaking through campaigns of encirclement and annihilation.
Then in the midst of 1993, as part of their psychological warfare, with the
complicity of the revisionist capitulators of the right opportunist line
(ROL), they cooked up their hoax of the "peace accords", but the Communist
Party of Peru crushed the hoax through the People's War. In 1994 and 1995
they filled their mouths by talking at length about "the defeat of Shining
Path", unleashing new hoaxes like the "immanent capture of Comrade Feliciano",
or that he was wounded in the leg and surrounded by dozens of commando squads.
But their own "senderologists", strategists for the reactionaries, had to
recognize the bitter reality that the People's War continued to advance.
In 1996, four years after the capture of Chairman Gonzalo, all sectors of
the reactionaries recognize this, including the United States in their
influential publications like Newsweek which talks about "the return
of Shining Path".
On the other hill, the hill of reaction, things couldn't be going much worse.
The neoliberal economic program has broken down now that, among many other
things, the trade deficit of more than two billion dollars is unsustainable.
So much so that the IMF has ordered Fujimori to carry out a series of measures
to relaunch the neoliberal program: new taxes, accelerate the "structural
reforms" (privatizations of public enterprises and even privatization of
the schools), cutting back expenditures and arranging the debt with the Russians.
What follows is easy to foresee, "adjustments and <paquetazos>" which
will lead to greater privation and suffering of the people through hunger
and sicknesses, the direct product of the recession and unemployment.
The profound economic crisis which the Peruvian economy has entered, and
which the People's War aggravates, will strengthen the class struggle and
the struggle of the masses, impelling the necessary struggle for rights and
demands that will result in a greater incorporation of the masses into the
People's War. This in turn promotes the arrival of the revolutionary crisis
in which the insurrections to conquer power throughout Peru will be realized.
THE PARTY ADVANCES FIRMLY AND DEDICATEDLY IN BUILDING THE CONQUEST POWER
HAVING SWEPT AWAY THE ROL AND PURGED THE PARTY.
The successful application of the VI Military Plan of Building the Conquest
of Power, the IV Strategic Plan of Development of the People's War and the
Plan of Construction is ratified by the ever higher actions of the People's
War. Nevertheless it is necessary to debunk the sinister, revisionist and
capitulationist positions of the ROL with the goal of deeply penetrating
their feudal-imperialist content in order to vaccinate against this sickness.
Let us look at what they write in their miserable scribbles:
They negate the eleven basic principals of the Party, they say:
"Four basic ideas should guide our conception
of things"; they negate revolutionary violence and the strategic offensive
of the world revolution by saying: "the great political war... to continue
the war without arms", but with this they not only negate the possibility
of the People's War in Peru, but they go even farther and say: "we are living
through three years of strategic retreats, globally, on a word
scale". They negate the character and sinking of imperialism, raising
up the thesis of superimperialism, saying: "the monopolies no longer
redivide the world", "imperialism is recuperating",
"prolonged plan of neoliberalism", "which will last
for decades", "the reactionaries are aiming at breaking
the cycle of crisis" (for these wretches the "political war without
arms" is their response to a superimperialism that will have found the solution
to their cyclical crises and wars for repartitioning the world). For them
it is not the case that collusion is raised on a basis of conflict, rather
they say: "there is collusion and conflict and conflict for collusion", negating
Gonzalo Thought which says that collusion is raised solely on a basis of
conflict. For them, when all is said and done, only collusion exists. That
is to say, superimperialism. They attack the RIM, they say: "letterhead Communist
Parties". They attack the Party when they say: "the Party has been decapitated",
"form the new red fraction", "the Right supports the Left in the struggle
against ultra-leftism", "infamous attacks by the enemy" (referring to the
Central Committee), "not even the armed forces act that way". They negate
the great strategy, saying: "for the new great strategy", invoking, as all
revisionists do, "new conditions".
They negate Gonzalo Thought and the leadership, they negate the Basis of
Party Unity sanctioned by the First Congress, saying: "A new
definition... a second congress", they take the name of Chairman
Gonzalo to publicize their opinions and they blind themselves in their egocentric
metaphysics: "only two remain from the historic Permanent Committee", "Chairman
Gonzalo and Comrade Miriam", "the new red fraction" which is in the prisons,
and furthermore they say that "isolated as we are, we
can see more clearly". They negate the Strategic Equilibrium, they
started out saying "build the Strategic Equilibrium" and now they say "we
have passed over to the defensive". They reveal their parliamentary cretinism,
calling for an electoral alliance with Fujimori and cover up genocide; they
say: "the opposition and imperialism seek 'pacification'" (read genocide).
They have become worshipers of Fujimori, they say that "the only one who
has the authority and the capacity to realize a peace accord",
they are thus the "revolutionary left" which will fill the vacuum of their
question "who represents the people in the elections? No one." They think
that they will get amnesty to be the revisionist "hinge" between imperialism
and Fujimori.
They twist quotes and employ treacherous sophistries: for example, they use
Lin Piao to say "as long as that's possible" instead of "as soon as that's
possible", or when they say: "politics is war without bloodshed", the sophism
consists in that they wish to smuggle in the idea that politics and war are
the same thing, thus negating the role of revolutionary violence and twisting
the meaning of the quote from Chairman Mao, who begins the same paragraph
64 of On Protracted People's War by saying: "but war has
its peculiarities; in this sense it is not equivalent to politics in
general".
They negate the revolutionary situation in growing development despite the
objective fact that in Peru we are approaching a revolutionary crisis. They
negate the concept of People's War and its heart, the base areas: "the People's
War should not be defeated", "without winners or losers" as if the People's
War could continue without a People's Liberation Army and without their heart,
the base areas, which are the New Power in its six forms.
They display shameless revisionism on the central questions of Power and
the State: they say "defend the gains of the People's War". How? From parliament;
or when they say that the People's War has destroyed semi-feudalism thus
they negate the problem of democratic revolution, the land question, and
the peasant question, which can only be resolved at a national level with
the seizure of power countrywide. What happens is that they seek to follow
the landlord-bureaucratic path of evolution of semi-feudalism, which is why
they call for "defend the gains of the People's War".
They negate the revolutionary situation in growing development which approaches
a revolutionary crisis, saying: "the masses don't want the war, the reactionaries
have gains, successes and advances". Like all revisionists they allege "new
conditions", "that bureaucratic capitalism is laying down bases and is becoming
viable", and the height of shamelessness is that they ask Fujimori to extend
the reaches of the amnesty law so that they can achieve "national
reconciliation".
Nevertheless, reality has negated every one of the fantastic speculative
movements of the blockheads of those who say they see more clearly now that
they are imprisoned.
THE PCP IS DEVELOPING AS THE RED FRACTION OF THE INTERNATIONAL COMMUNIST
MOVEMENT AND CONSIDERS THE RIM AS A STEP FORWARD IN THE RECONSTITUTION OF
THE COMMUNIST INTERNATIONAL.
This is the position established by the First Congress of the PCP. With respect
to is observations and even clear counter-positions that the Party clearly
expressed from the beginning, but as was foreseen, these are being overcome
in deeds up to now, especially on the decisive and transcendental question
of Maoism as the new, third and superior stage of Marxism, which the RIM
assumed towards the end of 1993 and that coincided with the celebration of
the centennial celebration of the birth of Chairman Mao. This motivated the
Party to send to the RIM, by way of its Committee, a greeting along with
expressions of appreciation for carrying forward the campaign "Move heaven
and earth of defend the life of Chairman Gonzalo". Afterwards, the RIM took
another step forward in condemning the capitulationist and revisionist Right
Opportunist Line that proposes a "peace accord". Today there are some who
find opportunist faults with the RIM and the RIM Committee acting against
what is established by the documents and events of the PCP. Actually these
cunning attacks on the RIM and its Committee are headed up by Luis Arce Borja
by way of articles in El Diario Internacional, Internet and slanderous
letters which obviously the MPP and the immense majority have condemned and
rejected. We have selected some extracts from documents and Party events
which clearly reflect the position of the PCP with respect to this:
"We are for the reconstitution of the Communist International, and we regard
the Revolutionary Internationalist Movement as a step in that direction.
It will serve this purpose as long as it upholds and follows a just and correct
ideological and political line." (Bases of Discussion, International
Line, 1988) "Within the necessity of regrouping ourselves within the
International Communist Movement, we must see the situation of the RIM, which
is a step forward on this road; it is passing through difficulties but that
is true of every new thing. The PCP is a member of RIM, this is correct;
our Party supports the RIM with its prestige and its undeclinable struggle
to transform our country with people's war, but we should support it more,
that is a necessity, the revolution demands it. We are not doing all that
we can and should do to develop the RIM, to be a more active part of it,
have more direct participation, support it economically; we should propose
greater unity and cohesiveness on three things: Marxism-Leninism-Maoism,
to serve the World Proletarian Revolution and to implacably combat revisionism,
as the basis for unity. This could be a good basis of unity for a better
and more developed construction of the RIM. We could reach a point where
by means of a resolution this basis of unity could be declared; a conference
can cause delays but we could reach it by way of consultations. In essence,
it is defining that Marxism-Leninism-Maoism, principally Maoism, is our
ideology." (Preparatory Session of the Second Plenum, 1991) "...
we salute from here the international proletariat, the oppressed nations
of the world and the Revolutionary Internationalist Movement." (Speech by
Chairman Gonzalo, 1992) "We extend to you our most fervent Communist greetings
and express our profound joy because the RIM has sanctioned the guidance
of Marxism-Leninism-Maoism as the new, third and superior stage, because
Maoism is the vital point of transcendental importance and furthermore, today,
it serves that 'Maoism embodied in the peoples of the world cross over to
lead the new great wave of the world proletarian revolution that is coming'.
Furthermore it has served the grand process of the Celebration of the Centennial
of Chairman Mao Tse-tung..." (Letter from the CC of the PCP to CoRIM, February
1994). "... above all the victorious and brilliant celebration of the Centennial
of Chairman Mao Tse-tung established by our Chairman Gonzalo which has served
that Maoism be embodied as a new, third and superior stage of the ideology
of the international proletariat, as the decisive weapon of its inexorable,
final triumph. They have assumed it and carried it forward as an unfading
milestone of the Communist Parties, the Revolutionary Internationalist Movement
and the peoples of the word..." (Document of January 1995)
